Claire B. Rubin is Director of Emergency Management Policy at the Marasco Newton Group, in Arlington, VA, and is Senior Research Scientist at the George Washington University, Institute for Crisis, Disaster, and Risk Management.

Recent projects include creation of a series of graphic time lines showing major milestones and outcomes in the fields of emergency management and homeland security. She also created and maintains a website with digital information about emergency management, called Disaster Central (www.disaster-central.com).

Ms. Rubin holds a M.A., from Boston University in Political Science.
