Public Safety Department - Bucknell University


In the event of an actual disaster emergency declared by Union County or the Commonwealth of Pennsylvania, and upon request by Union County Communications, Bucknell University will determine whether it will be possible or feasible to make the Fieldhouse and/or Davis Gym complex available as a mass care center. Such a determination will be dependent on the nature and scope of the disaster emergency, whether Bucknell students are in residence at the time of the emergency, and whether facilities are available elsewhere sufficient to meet emergency service needs. If an affirmative determination is made by Bucknell, the University will use the following guidelines instituted by the Vice President for Finance and Administration for mass care center use.

During a declared local or regional disaster emergency, Bucknell wishes to continue to meet its voluntary community responsibilities to the extent possible by helping to support the activities of the Union County Emergency Services (UCES) and the American Red Cross (ARC). However, such assistance by Bucknell must be controlled by its primary obligation to maintain the welfare of its students and to limit Bucknell's exposure to potential damage or liability claims. With this in mind, Bucknell is willing to assist in providing disaster emergency services to the community, subject to the conditions outlined below.

  • Emergency facility use will not commence until the primary responsibilities of student welfare and safety have been resolved.

  • The Field House/Davis Gym site will be limited to 1350 evacuees. . All evacuees will be bused from an external location.

  • The duration of use of the Field House/Davis Gym site will be determined prior to committing the facilities.

  • Bucknell will maintain control of the facilities in coordination with the appropriate team manger from Union County Emergency Services or American Red Cross.

  • Bucknell will provide auxiliary support services (Public Safety staff, communications, equipment, food, etc.) to the extent possible and as needed.

  • Facilities are to be used for sleeping and/or feeding purposes only.

  • Facilities will not be used in conjunction with disaster emergency drills.

If it is determined that Bucknell cannot make the Field House/Davis Gym site available in support of a declared disaster emergency, Bucknell will consider providing other emergency services to the community, including Public Safety and other personnel, communications and other emergency equipment, and other services that may be required and may be available at Bucknell. Bucknell stands ready to provide voluntary assistance to UCES and ARC in any way it can during a disaster emergency, subject to the condition that it must first provide for its students and for the protection of its financial assets.
