Amy Foerster joined Bucknell University in January 2013. As the University’s General Counsel, she is responsible for its legal affairs and contracts, risk management and insurance, and compliance with federal and state laws.
Prior to joining the University, Foerster was a partner in the litigation department of Saul Ewing LLP. She was also Co-Chair of the firm’s Higher Education Practice Group, representing private and public colleges and universities across the country. From 2006 to 2008, Foerster was a Senior Deputy Attorney General with the Civil Litigation Section of the Pennsylvania Office of Attorney General, where she defended the Commonwealth of Pennsylvania against lawsuits challenging the constitutionality and legality of its policies, programs and employment practices. From 2002 to 2006, Foerster was with the Pennsylvania Department of Education’s Office of Chief Counsel, serving as primary counsel to the Office of Postsecondary and Higher Education, while also addressing legal and funding issues impacting K-12 education. Foerster started her career with a Harrisburg, Pennsylvania-based medical malpractice insurance defense firm.
Foerster is an active member of the National Association of College and University Attorneys, through which she enjoys collaborating with her peers in higher education. She received her B.A. from Saint Mary's University of Minnesota in 1993, and her Juris Doctor degree from Dickinson Law School in 1996.
